Districts Study Merger Possibilities
Olympus Terrace Sewer District and Mukilteo Water District
have decided to study the potential benefits and issues of a possible
merger or consolidation of the two organizations into one sewer and
water utility, or alternatively, consider enhancing service and cost
savings potential through some form of joint-operating agreement. The
two Districts have executed a Memorandum of Understanding toward a cooperative
and friendly approach to evaluating the options and potential impacts
of changing the governance structure of providing water and sewer services
to the majority of City of Mukilteo residents and businesses, as well
as some current customers located outside city limits. The two districts
have retained the financial and management consulting firm, FCS Group
of Redmond, WA to perform the study. FCS Group was formed in 1988, and
serves local governments in 8 states on matters of utility rates, capital
financing, governance and management. FCS Group’s Study Principal
will be David W. Findlay CPA, CMC who has over 30 years of direct and
specific experience with water and sewer utility acquisitions, mergers
and divestitures, primarily in the states of Washington, Oregon and
Nevada. The study and decision making process will be implemented in
phases, starting with the management study phase beginning in June 2005.
The elected commissioners will then consider the information, analyses,
findings and conclusions, and decide whether to continue with the process.
